CDL Testing and CLP Standards Comment Period Extended
The Federal Motor Carrier Safety Administration announced in the June 9 Federal Register that the period for filing comments to the notice of proposed rulemaking (NPRM) on Commercial Driver’s License Testing and Commercial Learner’s Permit Standards has been extended one month to July 9, 2008. This NPRM revises commercial driver's license (CDL) knowledge and skills testing standards and requires new federal minimum standards for states to issue commercial learner's permits (CLP).
In a notice published in the June 12 Federal Register, the Federal Motor Carrier Safety Administration announced that the U.S. Department of Energy (DOE) has requested an exemption from certain provisions of the hours of service (HOS) regulations. The exemption would cover its contract motor carriers and their employee-drivers who are engaged in the transportation of transuranic waste. DOE wants its contract drivers to be able to split their required 10 hours of off-duty time into two sleeper berth periods of at least two hours each. The department made the request to expedite the delivery of the high security-risk and time-sensitive waste and because it believes the current 8-hour sleeper berth requirement conflicts with its security and safety regulations. Comments on the exemption request will be accepted until July 14.
The Federal Motor Carrier Safety Administration (FMCSA) announced on June 2 that it has awarded a total of $1 million in training grants to nine technical and community colleges for enhancements to commercial driver’s license (CDL) training programs. The money is awarded annually under the CMV Operator Training Grant Program. The program was established in 2005 to expand the number of CDL holders possessing enhanced operator safety training to help reduce the severity and number of crashes involving commercial motor vehicles (CMV) and to assist economically-distressed regions of the nation by providing workforce training.
